La questione Lingue allora si riapre. Se infatti le facoltà vanno a scomparire, poco importa lo spostamento a Ragusa o l'accorpamento a Lettere, lo studio delle lingue può sopravvivere dentro un Dipartimento di Lingue che conservi le peculiarità di uno studio di qualità delle lingue e delle culture straniere.

Tuttavia la vicenda della Facoltà di Lingue aveva sempre puzzato di interessi esterni alla didattica ed al mondo accademico. Che motivo c'era di spostare questa facoltà? Certamente non problemi economici, dato che lo spostamento incide in maniera identica sulle casse dell'Ateneo. Certamente non questioni didattiche, dato che lo studio delle lingue è da sempre una bandiera importante del nostro Ateneo e da Salerno in giù non esiste un'altra facoltà di Lingue. Neanche un problema di iscrizioni, dato che la facoltà di Lingue ha tanti iscritti quanto prevede la legge 270 a differenza di facoltà mezze vuote come Scienze politiche.

Solo due giustificazioni rimangono per lo spostamento: da un lato la volontà del Rettore di distruggere politicamente quel collettivo di docenti che 10 anni fa aveva fondato la facoltà di Lingue ed è stato quasi sempre dissidente rispetto alle scelte di Recca. Dall'altro lato la volontà politica di regalare al Presidente della Provincia di Ragusa, guarda un po' dell'UDC, una facoltà che avrebbe potuto attrarre tanti studenti.

La Riforma, come dicevamo, avrebbe dovuto bloccare tutto l'iter. Ma si potevano deludere Recca ed i suoi amici ragusani? Assolutamente no.

Il 4 marzo 2011, il sito unict.it, pubblica un decreto del Rettore ( D.R. 1171), che indice le elezioni dei rappresentanti degli studenti, da tenersi il 13 e il 14 aprile 2011, per la nuova facoltà di Lingue di Ragusa e per la nuova facoltà di Lettere, Filosofia...e lingue di Catania. Ma come? Le facoltà non dovevano chiudere, come stabilisce l'art.1 della Riforma Gelmini? E secondo l'art.2 comma 9 della Riforma gli organi collegiali non devono rimanere congelati fino all'entrata in vigore dello Statuto? Si legge nel decreto che si eleggeranno rappresentanti per il biennio 2011/2013. Ma ha qualche senso creare ad aprile due nuove facoltà, con rispettivi consigli, se ad ottobre si sa che dovranno scomparire? Ma soprattutto, è possibile che gli studenti di lingue e di lettere, debbano apprendere the disappearance of their power through a decree announcing rettoriale election?

Condanniamo, inoltre, tutte le manifestazioni d’inaccettabile razzismo che si sono succedute in questi giorni, tese a strumentalizzare le preoccupazioni che vengono dal territorio.
Di fronte al dramma gigantesco che abbiamo di fronte nel Mediterraneo, è necessaria una politica nuova fondata sulla cooperazione, sull’ampliamento e la valorizzazione dei canali d’ingresso legali e delle reti di accoglienza.

Vent’anni fa, domenica 3 febbraio 1991, una novantina di delegati abbandonarono la sala del XX congresso del PCI, che si teneva a Rimini, per non partecipare allo scioglimento del PCI e alla nascita PDS.
Immediatamente convocarono una Conferenza Stampa in cui Sergio Garavini, Armando Cossutta, Lucio Libertini, Ersilia Salvato e Rino Serri annunciarono la decisione di dar vita ad una formazione comunista.
I cinque, insieme a Guido Cappelloni e Bianca Bracci Torsi, si recarono quindi dal notaio per registrare il simbolo del PCI, segnalando anche sul piano legale la volontà di proseguire l’impegno politico in quanto comunisti e comuniste.
Una settimana dopo, al teatro Brancaccio di Roma, migliaia di compagni e compagne parteciparono alla prima assemblea di massa di quello che divenne il Movimento per la Rifondazione Comunista. Al Brancaccio venne esposta una enorme bandiera rossa, realizzata cucendo insieme centinaia e centinaia di bandiere e costruendo così, da basso, la più grande bandiera rossa mai realizzata.
Credo che oggi a quegli uomini e quelle donne che hanno dato vita a rifondazione comunista debba andare il nostro ringraziamento. Innanzitutto per il coraggio di andare controcorrente in una fase in cui dopo la caduta del muro di Berlino il capitalismo sembrava aver vinto la partita definitiva. Erano gli anni in cui Fukujama proclamava la “fine della storia” e in cui il capitalismo veniva presentato, prima ancora che invincibile, come un dato naturale. Se l’anticapitalismo non è stato soffocato in Italia è stato anche grazie a quella scelta.
Penso che il nostro ringraziamento vada espresso anche per il nome scelto: rifondazione comunista. Tanti erano i nomi possibili e forti erano le spinte a caratterizzare una nuova formazione comunista semplicemente come la prosecuzione dell’esperienza precedente. Nella scelta del nome rifondazione comunista, vi fu invece una precisa scelta politica che riteniamo valida ancor oggi. Comunista, perché siamo comunisti e comuniste che si battono per una società di liberi e di eguali che si può realizzare solo superando il capitalismo. Rifondazione perché consapevoli che nella sua storia il movimento comunista ha fatto molti errori ed in particolare che le esperienze del socialismo reale sono fallite, dando vita a regimi che contraddicevano radicalmente gli ideali comunisti. Non quindi semplicemente la ricostruzione di un partito comunista ma Rifondazione Comunista nella consapevolezza che i due termini si qualificano a vicenda, nella consapevolezza che solo a theoretical and practical re-establishment of communism would ask the goal of overcoming "serious" capitalism. Al di là delle differenze politiche e del nostro ruolo di opposizione a questa amministrazione, non possiamo che ribadire il rifiuto e la condanna di qualsiasi forma di violenza e intimidazione nei confronti di pubblici amministratori. Il clima politico sempre più pesante, le inchieste per Mafia che hanno visto conivolti pubblici amministratori palagonesi, sono solo alcuni degli aspetti che dovrebbero vedere un intervento più attivo delle autorità competenti.

Restiamo dell'opinione che Palagonia abbia bisogno di commissari prefettizi che mettano in campo quell'opera di "pulizia" di cui il comune ha urgentemente bisogno. Stamani abbiamo tenuto una conferenza stampa per illustrare la richiesta di scioglimento del consiglio comunale di Palagonia. Alla fine del comunicato pubblichiamo il testo della lettera che presenteremo personalmente al Prefetto di Catania Dott. Vincenzo Santoro.

Dal quadro probatorio dell'inchiesta "Iblis" della procura di Catania emerge palesemente il ruolo svolto dal potere mafioso nella pubblica amministrazione di Palagonia. Le elezioni amministrative del 2008 hanno visto un intervento diretto, organizzato e organico dei referenti della famiglia Santapaola . Emergono chiare collaborazioni organiche tra chi gestì politicamente la tornata amministrativa, il consigliere provinciale Sangiorgi e il deputato Fausto Fagone , e il potere mafioso rappresentato da Costanzo e Di Dio . Le elezioni amministrative, che portarono alla elezioni dell'attuale sindaco Calanducci , dovevano garantire una continuità alla gestione del potere. Una gestione che negli anni precedenti aveva alimentato il potere mafioso tramite appalti pilotati, gestione di beni comuni e servizi.

Dall'inchiesta "Iblis" emerge il ruolo di alcuni consiglieri comunali eletti nel 2008, che rappresentavano la diretta espressione di quel potere mafioso e che dovevano garantire la continuità con l'esperienza della giunta Fagone(2003/2008). Cambiava il Sindaco, ma gli equilibri dovevano restare intatti!

Dalla stessa inchiesta emerge che il "patto" elettorale fù garantito dall'asse Fagone/Lombardo . Il governatore della Sicilia, peraltro indagato nella stessa inchiesta, partecipò attivamente alla scelta del candidato sindaco. A nostro avviso questo è uno degli aspetti che la procura di Catania non ha ancora affrontato nella maniera opportuna. I contatti diretti tra i fratelli Lombardo e i "presunti" referenti di Cosa Nostra nel calatino( Di Dio/Barbagallo/Basilotta ecc) sono stati più volte evidenziati dal quadro probatorio dell'inchiesta e dalle testate giornalistiche. Una forza poltica ha il compito di denunciare i rapporti tra il potere politico e quello mafioso, ma stà alla procura agire con la massima trasparenza e senza sconti per nessuno. Aspettiamo fiduciosi che gli organi competenti facciano luce sugli aspetti più "politici" dell'inchiesta "Iblis".

A nostro avviso esistono le condizioni per lo scioglimento e il commissariamento degli organi rappresentativi del comune di Palagonia. Gli elementi sono più che sufficienti perchè mostrano il chiaro intento dei poteri mafiosi di piegare ai propri interessi l’attività della Giunta palagonese.

Egregio Signor Prefetto,

come Partito della Rifondazione Comunista esprimiamo tutta la nostra preoccupazione per gli episodi giudiziari, resi pubblici da tutte le testate giornalistiche nazionali e locali, che stanno coinvolgendo ancora una volta il comune di Palagonia.

Pur rispettosi del principio di presunzione d’innocenza, sancito dalla nostra Costituzione, siamo convinti che, ove fosse confermato il quadro indiziario dell'inchiesta "Iblis", ci troveremmo davanti a un quadro amministrativo che non è riuscito ad essere impermeabile ai poteri mafiosi e al malaffare.

Le vicende giudiziarie che stanno coinvolgendo l’ex sindaco e deputato regionale On Fagone e il consigliere provinciale Sangiorgi, hanno portato alla luce presunte infiltrazioni del potere mafioso sulle attività amministrativa nel comune di Palagonia.

Apprendiamo la notizia che è stato accolto dal tribunale amministrativo il ricorso del Sindaco Avv. Francesco Calanducci. Una sentenza di un tribunale si rispetta e quindi prendiamo atto del ritorno alle sue piene funzioni del Sindaco.
Questo sentenza non risolve però le questioni politiche e giudiziarie pendenti sulle attività amministrative.

Le immagini dei cumuli di spazzatura sulle nostre strade sono solo l'ultimo esempio lampante del fallimento delle politiche siciliane sulla gestione dei rifiuti. Un segno tangibile del fallimento della politica. Gli Ato hanno rappresentato grandi "carrozzoni politici" per alimentare il consenso elettorale e il controllo capillare dei posti di sottogoverno. Le nomine politiche di dirigenti spesso incapaci, determinazioni illegittime e contro le direttive europee, assunzioni di grandi masse di lavoratori per alimentare il clientelismo politico sono solo alcuni esempi di come è stato gestito l'Ato 3. E' mancata, a nostro avviso, la dovuta trasparenza degli atti che dovrebbe essere garantita quando si parla di servizi pubblici. Numeroso sono state le segnalazioni alla procura della repubblica.

Le discariche a cielo aperto:

Evidenti sono le formazioni di micro e macro discariche a cielo aperto in tutto il territorio provinciale. Esempio lampante la discarica di contrada Torrette a Biancavilla in pieno Parco dell'Etna! L'area è di competenza della Provincia che, durante un tavolo tecnico, lo scorso Novembre aveva preso impegni (chiudere l'intera area con una recinzione), impegni che a tutt'oggi non sono stati portati avanti.

Gli operatori ecologici non ricevono regolarmente lo stipendio

In questi giorni i lavoratori stanno protestando per non aver ricevuto la tredicesima mensilità, ma quasi ogni mese, forti situazioni di disagio vengono vissute in particolar modo dagli operatori ecologici e dalle loro famiglie. Non ricevendo per tempo l’intera retribuzione non si riconosce al lavoratore il diritto a una retribuzione non solo proporzionata alla quantità e qualità del lavoro, ma anche tale da permettere a lui e alla sua famiglia un’esistenza libera e dignitosa.

Bollette salate e illegittime:

La determinazione della TIA (Tariffa di Igiene Ambientale) è avvenuta ad opera della Società d’Ambito in modo illegittimo così come già ampiamente ritenuto da numerose Commissioni Tributarie e dal CGA, che ocn la nota sentenza n. 48 del 2009 ha affermato la competenza dei Consigli comunali nel fissare la TIA. Quindi bollette, piuttosto salate, vengono emesse in spregio alla legge.

Noi pensiamo che si debbano mettere in campo interventi celeri e risolutivi. Bisogna con forza ribadire che l'esperienza Ato Rifiuti, non solo "Simeto ambiente", è giunta al capolinea.

La raccolta differenziata deve diventare il perno dell’intero sistema, nel rispetto delle normative comunitarie vigenti.

Bisogna rivedere i contratti di affidamento del servizio di raccolta e conferimento dei rifiuti.

La gestione del servizio deve ritornare ai Comuni che possano organizzare come meglio credano il servizio e la riscossione delle tariffe in modo assolutamente conforme alle normative vigenti. Una gestione pubblica del ciclo dei rifiuti che rispetti e valorizzi l'ambiente e le bellezze del territorio
