the procedures and criteria for selection of personnel, the Director of Alliance Italy seeks clarification on the City Council. Here are the contents of interpellation submitted to Sindaco.
INTERPELLANZA
Oggetto: domanda per svolgere lavoro occasionale di tipo accessorio
Considerato
che è esteso anche alla Pubblica Amministrazione il lavoro accessorio. Lo prevede l’articolo 7-ter, comma 12, lett. a), del d.l. n. 5/2009, convertito in l. n. 33/2009. La norma consente espressamente alle Pubbliche Amministrazioni di avvalersi dei “ buoni lavoro “, per lo svolgimento di una serie di attività tipicamente rientranti nelle funzioni pubbliche, soprattutto degli enti locali. La norma, infatti, modifica l’art. 70, comma 1, lett. d), del d.lgs. n. 276/2003 e ogi prevede che work relates to work activities accessory occasional in nature, made under the "sporting events, cultural exhibitions and works of charity or emergency or solidarity in the case of public contracting."
Regarding the selection criteria to the case said:
As to the criteria of selection of personnel carrying out work performance accessory for the contractor result, the occasional nature of the provision does not lead to the establishment of an employment relationship with the public body, therefore we exclude that the selection of candidates is carried out by bankruptcy. However it does not seem to matter forms publicity highlighting the selection criteria of those who, in the interests of transparency and impartiality of public administration consistent with the principles of good governance set out in Article. 97 cost. and L. 241/90. Since, however, the extension of the voucher to the Public Administration
is also an anti-crisis measure, it seems possible and appropriate that the government intending to use

Per quanto riguarda la scelta dei lavoratori da impiegare nel lavoro accessorio, sottolineato che per previsione legislativa necessita rispettare le disposizioni generali sul reclutamento del personale, occorre tener conto che sussiste il preciso obbligo di rispettare criteri di trasparenza e pubblicitàper individuare i prestatori, pur se non si ritiene esclusa la possibilità che sia previsto il possesso da parte degli aspiranti di precise caratteristiche ed esperienze professionali particolari. Given all this, in my opinion seem to follow two ways to assign tasks through "type of casual work accessory / voucher" always in accordance with the principles of good governance or transparency and impartiality of Articles. 97 of the Constitution is contained in L. 241/90 et seq. m. and i. :
a) selection procedure of the institution concerned:
public notice that it contains reference to selection criteria of candidates by procedures
Door / chronological order of applications received by that assessment of professional self-certification "curriculum vitae"
b) identification of workers through the Employment Services of the Province to be approached (by the service between demand and supply of labor)
.
In conclusion, the accessory work, extended to local authorities, is the sign of a journey that sees Italy move increasingly towards levels of excellence already attained by other countries in Europe.
That said I applaud the initiative of the City of Vasto - application for an occasional play-type accessory that could be a practical response to the particular needs of workers, but I must point out that the ban is in my lack of selection criteria in order to recipient of the voucher and then

why di questa scelta non conforme ai canoni di trasparenza ed imparzialità e suggerisco almeno una determina dirigenziale che sopperisca a questo vulnus ed adegui il provvedimento.
