           E’ strano che non si sia accorto dell’intervento delle associazioni, del loro legittimo controllo sulle azioni dell’Amministrazione Pubblica che ha portato, con la Sentenza, all’annullamento delle procedure di Valutazione di Impatto Ambientale e di quella stessa Autorizzazione Integrata Ambientale ( così velocemente passata da una Società all’altra), riaffermando quanto sia essenziale il ruolo della partecipazione dei cittadini ai processi che li vedono coinvolti nella loro salute, economia e qualità della vita. Eppure le Leggi Regionali sui vari tipi di impatti ambientali, sanitari e sulla sostenibilità di cui è improntata tutta la normativa regionale sul governo del territorio sono state fatte proprio da quel partito che gli ha permesso di svolgere il ruolo che riveste attualmente.
         Ciò nonostante la comunicazione alla collettività di cui Lei è strumento, amplifica il messaggio di una emergenza rifiuti tale che sembra impossibile da risolvere in altri modi, generando ansia nei cittadini, fino a farli convincere che l’unica strada sia quella dell’incenerimento. Ma è la realtà esistente dietro a tutto l’affare inceneritori provoca inquietudine. Abbiamo vissuto, nemmeno con ansia ma con angoscia, l’emergenza delle strade di Napoli con mucchi enormi di rifiuti che bruciavano generando quantità inimmaginabili di diossina e il miracolo di S.Gennaro Berlusconi che in pochi giorni ha ripulito tutto. Stranamente, in questi anni di crescita della coscienza ambientalista, l’emergenza napoletana è stata propinata più volte alla nostra popolazione provinciale come un messaggio sull’improcastinabile necessità della costruzione degli inceneritori.
         Qualche giorno prima dello scandalo delle grandi opere della Protezione Civile era apparso nei giornali un altrettanto gravissimo scandalo: quello delle centinaia di migliaia di tonnellate di rifiuti speciali pericolosi, la maggior parte proveniente dalla bonifica di Bagnoli , smaltiti illegalmente chissà in quali siti, dispersi, si diceva nei giornali, anche in aree a tutela ambientale, forse bruciati.
         Guarda caso una delle Aziende indagate , che sembra abbia un ruolo primario, ha sede nella nostra regione e possiede una regolare Autorizzazione Integrata Ambientale.
         Si è parlato nei media che in questa operazione ci fosse odore di mafia e i nostri politici regionali si sono affrettati nei distinguo, in promesse politichesi future, in posizioni ponziopilatesche.
         Adesso non sappiamo più nulla. Forse l’informazione corretta potrebbe far male alla ricerca di consenso elettorale.
         Perchè Assessore, non ci parla per esempio delle centinaia di migliaia di euro, forse milioni spesi per le procedure, per i progetti, per le consulenze assegnate per costruire questo castello di carte del Piano Rifiuti in cui gli inceneritori con i loro cugini cementifici sono le basi portanti. Ricordo quando il precedente Presidente della Provincia spese migliaia di euro di denaro pubblico per impestare Firenze di maximanifesti con un cittadino immerso nella cacca fino al collo, illustrando così quello che sarebbe successo senza inceneritori. Il novello Dalì, il Genio fiorentino e chi più ne ha più ne metta! Se questa è la qualità dell’informazione e il senso del buon gusto, ne facciamo volentieri a meno.

Dunque, non siamo tecnici e per questo che la Provincia di Firenze dovrebbe spiegarci alcune cose:

• Il Piano Regionale dice che ogni impianto deve dotarsi di pannelli o monitors in cui siano visibili permanentemente i dati delle emissioni in continuo (dati reali).

L’Atto Dirigenziale n. 1468, della Provincia, nel punto 2 delle disposizioni fa sorgere il dubbio dell’uso di un primo ingrediente dell’alchimia interpretativa, infatti:
    “ 2) I dati pubblicizzati dovranno esprimere le medie giornaliere con i limiti di riferimento di legge, per gli opportuni confronti ed i commenti relativi”.

Dopo tre anni a che punto siamo?
