Mi preme riportare lo sconcerto e l’incredulità, che colgono il sottoscritto e molti cittadini, sullo scempio che ormai da anni si sta perpretando con la distruzione delle testimonianze storiche e culturali del nostro Comune.L’ultima azione dei nostri illuminati governanti, forse un po’ obnubilati dal calcolo degli oneri di urbanizzazione da incassare da una grande catena di distribuzione, è stata quella di permettere la distruzione della Fornace storica dei Veroni con la sua ciminiera, considerata elemento di archeologia industriale
Questo processo impositivo per una discutibile modernizzazione avviene in un paese su cui gravano grandi problemi di identità culturale, di mancanza di occasioni di socializzazione, di perdita del senso di appartenenza dovuto alle scelte visionarie e creative di sindaci che nel tempo si sono succeduti. “… che la scelta del Piano attuativo di demolire la Ciminiera, da esplicitare opportunamente anche nella scheda norma P7 del regolamento Urbanistico, non contraddice alcuna norma dello stesso regolamento oggi vigente, stante il fatto che la ciminiera non è annoverata tra gli edifici di interesse culturale e la sua ristrutturazione non costituisce una invariante strutturale( sic!)… ma è disposta soltanto nel Piano Guida che è precedente al regolamento ……”
Ecco che la parte più importante della reazione alchemica si realizza!!!!!
Attraverso l’omissione nel presente testo di ciò che dice il Piano strutturale alla tav 11.1 affermano l’importanza del Regolamento Urbanistico rispetto al Piano Guida che risale all’anno 2003. In pratica si dice che nel Regolamento Urbanistico non esiste menzionata la Ciminiera come elemento essenziale del territorio, quindi invariante strutturale, anzi attraverso la V Variante del 2008, lo stesso Regolamento urb. afferma che la ciminiera deve essere demolita e che l’unico riferimento per l’eventuale ristrutturazione era scritto in un Piano di “ben 2 anni prima”.
Per dei tecnici così preparati e attenti a far quadrare i cerchi, è piuttosto curioso che si siano dimenticati di verificare il Piano Strutturale dove sono descritte le invarianti strutturali . Trova conforto la mia ipotesi quando leggendo l’art.53, comma2 della Legge Regionale 1 / 2005 Rules for the government of the territory, I wrote. ".. I am impressed and shocked by this terrible scelta di demolire una delle ultime testimonianze dell’identità culturale e tradizione operaia di pontassieve. Mi rendo conto, anche con cinque anni di attività politica alle spalle, in cui sono stato coerente con la maggioranza in funzione di una fiducia ideologica, di come sia distante la politica e le azioni fatte dalla Giunta, che giuridicamente è solo un Organo esecutivo e con poteri residuali, dall’Assemblea degli eletti che è il Consiglio Comunale.
Molte volte ho denunciato la distanza fra questi due Organismi Istituzionali ma mi è sempre stato detto che la Legge riconosce al Sindaco e alla sua squadra forti poteri.
L’esperienza invece mi ha dimostrato che così non è in termini giuridici e non lo sarebbe neanche in quelli politici se la cecità di un partito dominante non annullasse di fatto il dibattito interno ed anche con le forze di sinistra sinceramente progressiste.
